On 31 March 2026, a coordination meeting was held at the Ministry of Finance, chaired by H.E. Dr. Yassine Jaber, Minister of Finance, to follow up on the Rapid Damage and Needs Assessment (RDNA) related to the impacts of the ongoing conflict. The meeting brought together representatives from the Presidency of the Council of Ministers, the National Council for Scientific Research – Lebanon (CNRS-L), the Council for Development and Reconstruction (CDR), along with Lebanon’s international partners including the European Union, UNDP, and the World Bank.

The CNRS-L delegation was led by Secretary General Dr. Chadi Abdallah, accompanied by the team from the National Center for Natural Hazards and Early Warning.

During the meeting, Minister Jaber emphasized the importance of strengthened coordination between national and international stakeholders to accelerate damage assessments and accurately define priorities, paving the way for recovery and reconstruction based on realistic and sustainable foundations.

Dr. Abdallah presented a comprehensive overview of CNRS-L’s efforts since the onset of the war, including the Roadmap for Recovery, Reconstruction, and Resilience, as well as the launch of the fully integrated national platform:

“Lebanon’s National Near Real-Time Damage & Needs Monitoring Platform (CNRS-L)”

The system is designed to operate as a continuous monitoring mechanism, evolving from damage tracking during the conflict to recovery analysis, and ultimately to reconstruction monitoring and impact assessment.

This ensures that the platform remains operational and relevant across the full crisis-to-recovery continuum, supporting data-driven decision-making at the national level.
